The Shadows - 572 between 1959 and 2004 according to "The Pocket Book To Shadow Music".

I don't know the present position but in my Guiness British Hi Singles 2000 this was the position then
1. Elvis Presley 17 No1 hits 130 total hits
2. Cliff Richard 14 No 1 hits 131 total hits
3. The Shadows 12 No 1 hits 63 total hits.
