Pretty sure it’s just the standard echo adjustment. The original knob most likely was lost and replaced with a chicken head style.

Here is the explanation for "The Magic Black Knob" on Ronnie Gustafsson's Vox Long Tom ...
On the original knobs there is a small red marking whose purpose is to facilitate for the user the setting of the potentiometer. However, it is quite difficult to see the small spot, for example on stage, especially in dim lighting, even in daylight.
It is because of this that Ronnie has changed the original to the "Chicken Knob" (Pointer) and the purpose is to be able to see more clearly the setting for the echo. So there is no hocus pocus at all. Just a visual clarification that "garystrat" points out.
