My son lives in Spitalfields E London, the ULEZ (Ultra Low Emission Zone) starts Oct 25th, at £12.50/day not cheap, but as he is in the zone, and presumably the camera's like the London congestion Zone are at the in's/out's of the roads, so if he drives within the zone how do they get to monitor and charge?

Hi Mike, I don't know, but I am wondering if instead of monitoring they will somehow know your son's car is already in the zone and charge for every day his car is within that zone, unless he leaves the zone when they will of course be able to monitor that, and also when he returns to the zone.
